In almost every highly publicized case of police using deadly force and killing unarmed individuals, the person killed was an African American male. These incidents have caused dramatic erosion in public confidence in the justice system and America's promise of equal treatment under the law. Minority communities lack confidence in our judicial system. First, we must recognize our own biases. We all have them. No one is exempt. The biggest challenge, however, is to figure out what we do once we recognize them. For those working in the justice system, from police to prosecutors and judges, and yes, even public defenders, the consequences have broad, far-reaching, and sometimes even fatal consequences.
Law Enforcement in the Age of Black Lives Matter by
There is a reason why people claim great respect for officers of the law: the job, by description, is hard--if not deadly. It takes a certain kind of person to accept the consequences of the job-- seeing the very worst situations, on a regular basis, and knowing that one's life is on the line every hour of every day. Working in law enforcement is emotionally and psychologically draining. It affects these public servants both on and off the job. Said plainly, shaking an officers' hand when you see them or posting a sign in the front yard that reads "Support the Badge" is lip service. Even going as far as to donate money to a crowdsourcing fundraising site does little to support the long-term professional development needs of officers. These are surface level signs of solidarity, and do little in terms of showing respect for the job and those who do it. For those who want to do more, this text provides reasons and a rationale for doing better by these public servants. Showing respect does not mean that one agrees with whatever another person or institution claims to be the "right" way. Showing respect and admiration means that we charge individuals to live up to their fullest potentials and integrate innovation wherever possible. In the case of policing in the era of Black Lives Matters, policing as usual simply is not an option any longer. It is disrespectful, to both the officers and those who are being policed, to rest on the laurels of past policing tactics. As we enter a time period in which police interactions are recorded (dash cams or body cams, for example) and new populations are being targeted (Latinx people), there is much to learn about what is working and what is not.
Neighborhood Watch: Policing White Spaces in America by
Although racism has plagued the American justice system since the nation's colonial beginnings, private White Americans are taking matters into their own hands. From racist 911 calls and hoaxes to grassroots voter suppression and vigilante 'self-defense,' concerted efforts are made every day by private citizens to exclude Black Americans from schools, neighborhoods, and positions of power. Neighborhood Watch examines the specific ways people police America's color line to protect 'White spaces.' The book charts how these actions too often result in harassment, arrest, injury, or death, yet typically go unchecked. Instead, these actions are promoted and encouraged by legislatures looking to expand racially discriminatory laws, a police system designed to respond with force to any frivolous report of Black 'mischief,' and a Supreme Court that has abdicated its role in rejecting police abuse. To combat these realities, Neighborhood Watch offers preliminary recommendations for reform, including changes to the 'maximum policing' state, increased accountability for civilians who abuse emergency response systems, and proposals to demilitarize the color line.

Policing Los Angeles: Race Resistance and the Rise of the LAPD by

In sheer numbers, no form of government control comes close to the police stop. Each year, twelve percent of drivers in the United States are stopped by the police, and the figure is almost double among racial minorities. Police stops are among the most recognizable and frequently criticized incidences of racial profiling, but, while numerous studies have shown that minorities are pulled over at higher rates, none have examined how police stops have come to be both encouraged and institutionalized. Pulled Over deftly traces the strange history of the investigatory police stop, from its discredited beginning as "aggressive patrolling" to its current status as accepted institutional practice. Drawing on the richest study of police stops to date, the authors show that who is stopped and how they are treated convey powerful messages about citizenship and racial disparity in the United States. Suspect Citizens: What 20 Million Traffic Stops Tell Us about Policing and Race by
Suspect Citizens offers the most comprehensive look to date at the most common form of police-citizen interactions, the routine traffic stop. Throughout the war on crime, police agencies have used traffic stops to search drivers suspected of carrying contraband. From the beginning, police agencies made it clear that very large numbers of police stops would have to occur before an officer might interdict a significant drug shipment. Unstated in that calculation was that many Americans would be subjected to police investigations so that a small number of high-level offenders might be found. The key element in this strategy, which kept it hidden from widespread public scrutiny, was that middle-class white Americans were largely exempt from its consequences. Tracking these police practices down to the officer level, Suspect Citizens documents the extreme rarity of drug busts and reveals sustained and troubling disparities in how racial groups are treated.
